On March 11, 2009, President Obama signed an Executive Order creating the White House Council on Women and Girls. In his remarks at the signing, the President underscored that the purpose of the Council is "to ensure that each of the agencies in which they're charged takes into account the needs of women and girls in the policies they draft, the programs they create, the legislation they support" and that the true purpose of our government is "to ensure that in America, all things are still possible for all people."

The mission of the Department of Education Office for Civil Rights is to ensure equal access to education and to promote educational excellence throughout the nation through vigorous enforcement of civil rights. Among OCR's most important responsibilities are resolving complaints of discrimination and conducting Department-initiated cases, typically called compliance reviews, which permit OCR to target resources on compliance problems that appear particularly acute. OCR also provides technical assistance to help institutions achieve voluntary compliance with the civil rights laws that OCR enforces. An important part of OCR's technical assistance is partnerships designed to develop creative approaches to preventing and addressing discrimination.
